Last season, APR sealed the title with a couple of matches still to play.
"We call upon clubs to show more urgency as far as winning the league is concerned,” he said.
"We were impressed with the level of activity in the transfer window and hope that the new league will be more competitive.”

On Sunday, Marines will entertain La Jeunesse before what is expected to be a thrilling contest between Rayon Sport and AS Kigali at Kigali Regional Stadium.
The first round will end on February 12, 2012 while the second leg will run from March 3 to May 12.
