A bill to set up the Rwanda Governance Board will soon be promulgated into law to pave way for the creation of a One Stop centre for good governance.

According to James Musoni, the Minister of Local Government, the establishment of the board is mainly aimed at promoting the principles of good governance and decentralisation, monitor the practices of good governance in public institutions and conduct research-related domains.

Rwanda Governance Board will be created through the merger of National Decentralisation Implementation Secretariat and the Rwanda Governance Advisory Council (RGAC).

"Putting up a One Stop Centre for good governance will facilitate the enforcement of institutional accountability, sustainable development and prosperity,” said Musoni.

He added that the board will also ensure coordination of capacity building for local government authorities to enable them to fulfill their respective duties.

"The Ministry of Local Government will have oversight of the Board while the registration of religious set ups, political parties and NGOs will move from the ministry to the Board,” he said.

Part of the board’s responsibilities would also involve the development of appropriate mechanisms to increase civic participation in policy formulation and attain observance of vertical and horizontal accountability, coordination of capacity building for local governments and participation in initiating and implementing policies and strategies in the field of good governance.

RGB will be given a period not exceeding six months from the date the law will be promulgated to merge activities formerly performed by NDIS and RGAC.
