As part of the reforms to ease doing business in Rwanda, there is a move to consolidate local dues’ collection points.

Meaning there plans to have one point where taxes and social security contributions will be collected.

The proposal comes at a time when tax payers in the country complain that paying Value Added Tax (VAT), Pay as You Earn (PAYE) and social security contributions at different points and times wastes a lot of time –thus making doing business in Rwanda expensive.

"Tax payers will have their time saved once a single taxes payment point is initiated as they will pay all their obliged tax dues at once," Eugene Torero, deputy director general of Rwanda Revenue Authority (RRA) said.

Torero said SSFR has responded positively and that they are both to review their computer management systems to see how best to have a single computer networked payment system.

Henry Gaperi, director general of SSFR said they are to hire experts to assess the best computer system.

Adding that experts are required since both bodies have a lot of differing modalities giving an example where SSFR has branches and RRA doesn’t.

He further added that it will be cost effective since they will undertake a single control system with same personnel. Gaperi was optimistic that the country’s doing business rankings will improve

The 2008 Doing Business report ranked 150 out of the 168 countries worldwide.
