Development of the city is top of the agenda a three-day retreat in Rubavu District by the City of Kigali leadership that opened yesterday.

"Kigali is the face of the country and it is the commercial hub as well. For that matter, infrastructure development is crucial,” he said.
The retreat was organised in conjunction with the Ministry of Local Government and brought together leaders of the three districts of Nyarugenge, Gasabo and Kicukiro as well as the City of Kigali.
Musoni advised the city to shift from physical infrastructure to strategic thinking which will speed up the development process.
"The development strategy of the city should be able to match with other government programs such as education, health, among others,” explained Musoni.
He however recognized the challenges that still affect the city’s development such as lack of adequate capacity in labour, ICT as well as insufficient infrastructure development.
"Population explosion is exerting pressure on the city due to lack of resources. That’s why the leadership should be innovative,” added the minister.
Fidel Ndayisaba, the Mayor of Kigali City, emphasized the need to address priority issues such as service delivery.
