The pledge by prosecutors from African countries, under their umbrella organisation, Africa Prosecutors Association (APA), to track down Genocide fugitives is highly commendable.

Though several efforts have been made to arrest these fugitives, many more are still at large, hiding not only in Europe but on the African continent as well. The fugitives committed heinous crimes and it is unacceptable that they are roaming freely.

Prosecution authorities all over the African continent should cooperate with Rwanda and ensure that justice is served. There is no way one can fight impunity without arresting and punishing people who committed crime, wherever they may be.

The ICTR has, on a number of occasions, complained of inadequate cooperation, from various UN member states, to arrest indicted fugitives.

Some of these fugitives like Félicien Kabuga, use their wealth to evade arrest but, I believe, if all countries cooperated, their run would come to an end.
