Four governors along with the Mayor of Kigali City are, today, expected to present, before President Paul Kagame, the performance contracts (Imihigo) of districts within their jurisdictions.

The presentations will be held at the Parliament Buildings where the four governors and the City mayor will showcase the achievements registered as well as the planned activities for the next one year.

According to the Director of Good Governance and Territorial Administration in the Ministry of Local Governance (MINALOC), Fred Mufuruke, there has been a significant improvement in the performance of districts compared to last year.

"Last year’s average score of all districts was at 81 percent compared to 66 percent the year before. This score is impressive considering that districts had many commitments like the Presidential elections and local government elections,” said Mufuruka, who led the nationwide Imihigo evaluation team.

He added that; "we realised a significant improvement in the areas of infrastructure development, electricity and water rollout and increased number of communal subscription to SACCOs, among others.”

After the presentations, mayors are expected to sign their performance contracts with the President.

The Director of Cabinet Affairs in the Prime Minister’s Office, Eugene Balikana said that, since the performance contracts came in force five years ago, there has been a lot of competitiveness among leaders.

"The performance contracts clearly prove the performers and non-performers. This has led to tight competition among local leaders; in the end, there are significant activities on the ground,” Balikana said.

He added that performance contracts are result oriented and have boosted innovation.

The Governor of Northern Province, Aime Bosenibamwe, disclosed that among the targets he has given the district mayors in his province is to increase electricity accessibility from 7.8 percent to 9 percent in the next one year.

"We are also planning to increase employment by a significant percentage, we intend to increase usage of fertilisers by farmers and value addition in the agricultural production,” said Bosenibamwe.

He added that; "In the energy sector, we are intending to increase the number of people using biogas while in the social affairs sector, we are planning to have 100 percent accessibility of universal health insurance (Mutuelle de Sante).”
