GICUMBI - Gicumbi District Advisory Council (DAC), last Friday, passed a vote of no confidence, dismissing the District Executive Secretary, Sinese Museveni, over alleged incompetence.

The decision was reached in an extraordinary meeting which was chaired by the DAC president, Jean d’Amour Gatera.

The councillors accused Museveni of being reluctant to pay the debts the district owes to various private service providers, undermining the district officials and not implementing the council’s directives, among a list of charges.

According to Gatera, Museveni failed to fully convince the council when he was given chance to explain himself.

During the same meeting, the councillors reshuffled some sector executive secretaries and other district officials.The members said the changes would take immediate effect.

"Museveni’s duties will provisionally be handled by the District Director of Finance, Fidele Byiringiro, as we prepare for the handing over,” said
Gatera.

Marie Aline Uwizera, the council’s secretary pointed out that the Governor will first approve the council’s decisions before they come into effect.

However, when contacted, yesterday, Museveni, told The New Times that he had not received any official notification about his mismanagement.

"The DAC contravened the law to get to that decision. I would have first received several notifications indicating where I was going wrong, but nothing shows that,” he said by phone.

"Why are they laying the whole blame on one person, where is the role of the district committee. There is no evidence to all those claims.”

On failure to clear district’s debts, Museveni explained there was no money allocated to it before passing the Rwf350 million in the new fiscal year.

"Now the money is there and I was in the process of settling all that.”

But Uwizera, said Museveni had been given several warnings from the DAC president.

In the same meeting, the council adopted the district’s performance contracts of 2011-2012.
