Prime Minister Bernard Makuza, yesterday, said that the performance contracts (Imihigo) should focus on activities that would have positive impact on citizen’s wellbeing.

The Premier made the remarks while addressing senior central and local government officials who had convened to evaluate the districts’ performance contracts for 2010/2011 and set priority targets for 2011/2012.

The priority areas he highlighted include, agriculture, ICT, infrastructure, use of bio-gas, auditing as well as security.

"On agriculture, we must ensure that we either purchase tractors or hire them so that farmers use machines. This will avert the food shortage that is affecting the region,” he noted

The Prime Minister who chaired the one day meeting reminded the local leaders to collaborate with all stakeholders in ensuring that all schools use bio-gas.

"We must have bio-gas in all schools, especially boarding schools. Prisons have bio-gas; why not in schools yet we have all the necessary raw materials and manpower?” he questioned.

Makuza emphasised that the performance contracts should be aligned to the country’s Vision 2020 and the Millennium Development Goals.

In exclusive interview with The New Times, the Minister of Local Government, James Musoni noted that the aim of the meeting was to finalize the achievements that will be presented to the President next week.

"This was a final consultative meeting with Prime Minister, after which we shall have to demonstrate what we achieved in the 2010-2011 performance contracts to the President,” Musoni said.

The Minister added that there were some targets that people thought would not be achieved like the elimination of thatched housing - Nyakatsi.

Paul Jules Ndamage, the Mayor of Kicukiro district disclosed that his district achieved over 90 percent of its targets.
