At least 10 District Executive Secretaries drawn from each of the country’s provinces and the City of Kigali will, on Sunday, depart for a study tour in Ghana to learn from one of Africa’s best performing countries in the decentralisation process.

The visit, which is scheduled for July 17-23 is aimed at facilitating local leaders to have an overview of the best practices from Ghana’s fiscal and financial decentralisation, human resources management, planning, monitoring and evaluation and Local Economic Development (LED).

Speaking to The New Times yesterday, Justus Kangwagye, the president of Rwanda Local Governments Association (RALGA) said that the tour will entirely be supported by the association under an agreement signed with the Public Sector Capacity Building Secretariat (PSCBS).

"The visit aims at improving the efficiency, effectiveness, transparency and accountability of our local governments by learning from best practices of the districts and central government institutions involved in the decentralisation process of Ghana,” he added.

Kangwagye said that, after the tour, the executive secretaries will adopt a plan of action to be implemented in their respective districts.

The Institute of Local Government Studies (ILGS) of Ghana will host the study tour while different Ghanaian institutions have been earmarked for the visit.

Other local government officials and staff who are not part of the tour will benefit from audio programs and documentary films which will be produced.
