The eleventh victim died at Kabaya Hospital while undergoing treatment.
The accident took place yesterday morning at around 8:30 am when the lorry registration number IT 553 RB was travelling from Ngororero to Kabaya.
Arrangements are being made to transfer another four critically injured people to Kigali for specialised treatment.
"Overloading of the vehicle could have exerted pressure on the breaking system thus causing the accident of this magnitude,” said Theo Badege, police spokesperson.
According to eyewitnesses, when the driver lost control, he smashed into an electric pole and a roadside pavement.
The lorry was transporting employees of RB Company, a Chinese construction company working on the Ngororero-Mukamira road.
"Drivers should always follow traffic laws because carrying 17 people on top of a lorry loaded with sand is not only unacceptable but it also increases risks,” Badege advised.
