RUSIZI- There has been tremendous improvement in the livelihoods of people in parts of the Western Province, in sectors where Vision 2020 Umurenge Programmes (VUP) are being implemented.
In Nkombo, many residents have access to medical care and decent housing, according to a survey carried out by Rwanda Local Development Support Fund (RLDSF).
VUP offers direct support, public works and small loan projects to people.
The projects have been implemented in three sectors in each of the 30 districts in the country.
"We have benefited a lot from VUP. Previously, we lost fertile soils to Lake Kivu, but we now have terraces, soil erosion is not an issue anymore,” Leah Uwihereye, Executive Secretary, Nkombo Sector said.
"Public works have also changed the livelihood of many through employment where they earn money after every 15 days of labour.”
Ferdinand Ruterana, the Deputy Director General, Corporate Services, RLDSF, said their assessment was aimed at assessing the impact of the projects, including challenges faced in the course of implementation of VUP.
Sectors within VUP also share experiences with those that are just starting the programme, he noted.
A two-day meeting attracted sector leaders from places where VUP operates, employees in the specific sectors and district representatives.
Nkombo was chosen for a field tour because it was among the sectors that efficiently used VUP funds to develop their area.
Cyato Sector in Nyamasheke district was hailed for its efforts in recovering VUP loan money. So far, the sector has recovered Rwf98m of the 99m that was lent out.
Challenges that were cited in the implementation of VUP include recovery of loans, delays in receiving funds at times, residents investing in non-income generating activities or projects that take long to bear fruits.
The meeting urged local leaders to own VUP activities and help beneficiaries determine income generating activities.
