The Rwanda Millennium Challenge Corporation (MCC) in partnership with the Ministry of Local Government has established a community scorecard. The instrument allows communities at the local level to monitor, assess as well as evaluate the services that are provided by both public and private institutions. The scorecard will also go a long way to facilitate interaction between citizens, their leaders and service providers, engaging in dialogue that will help improve service delivery.

The scorecard will also go a long way to facilitate interaction between citizens, their leaders and service providers, engaging in dialogue that will help improve service delivery.
While some ordinary citizens may tend to be passive when it comes to decision making and policy formulation, the community score card encourages an interface meeting between service providers and the community, which promotes instant feedback.
This, consequently, generates a mutually agreed action plan.
The feedback from ordinary citizens is vital. And it is through this constructive dialogue, at all levels, that clear and effective policies can be formulated.
By engaging in open discussions, the tool allows communities to be part of the decision making process, policy development, implementation and evaluation.
The process is also a strong instrument for empowerment and the public feedback is used as a voice to demand greater public accountability.
