Legislators reprimand underperforming local leaders

KARONGI- Senators and Members of Parliament, Friday, put to task local leaders in the Western Province to explain why there are repeated cases of underperformance in the region.

During a consultative meeting with mayors and other stakeholders in the province, the legislators demanded explanations as to why the implementation of some vital government programmes were sluggish.

Citing examples such as the recently discovered ‘hidden’ grass-thatched houses (Nyakatsi) in Karongi and Nyamasheke Districts, the law makers challenged the district heads to move from commitments to action.

"It is high time you stopped pledging and getting down to work on the ground. Actions speak louder than words,” Senator Chrizologue Kubwimana said during the meeting held at the provincial headquarters in Karongi District.

He derided the failure to protect Lake Kivu from the ongoing environmental degradation by fishermen most of whom do not conform to the stipulated standards of the lake’s environmental hygiene and protection.

Similarly, Deputy Parliamentary Speaker Denis Polisi criticized irresponsible leaders who make decisions and take actions contrary to the rule of law.

"When you sign and submit reports, it is vital to know that you are fully accountable for those actions,” Polisi warned.

He called for collective efforts to support the public in implementing government’s goal of achieving full and sustainable social and economic development.

Provincial Governor Celestin Kabahizi acknowledged the need to create more cooperative societies and small scale businesses to increase employment and tax bases as a way of achieving full development.
