I wish to commend Nyarugenge District for exposing the 173 students who got funds from the Financing Agency for Rwanda (SFAR’s) when their parents could afford to meet their education bills.

It is depressing to discover that SFAR supported  students from well-to-do families. The move by the Nyarugenge District is commendable and I wish to appeal to other districts to learn from do the same.
 
However, the implicated parents or government officials whose sons and daughters accessed the allowance  are not the only ones to blame. Leaders at the district level are supposed to vet the beneficiaries. 

I suspect there was conniving between leaders and parents. We are building a transparent society and leaders who fail to promote this culture should be reprimanded.

It is clear that the SFAR funds are only meant for students from poor families. I also wish to thank the authorities for unveiling the irregularity.
