Mitali was speaking at the official opening of the East African Community Youth Organisation (EACYO) conference in Kigali.
The five-day conference brings together young people from the East African Community and the Democratic Republic of Congo (DRC).
"It is unfortunate that the youth participated actively the Genocide. The Youth should play a major role in preventing Genocide and any form of violence, and fight any form of division, discrimination and racism,” Mitali said.
"We chose to hold this conference during this sorrowful period to join our efforts to prevent the Genocide and reinforce the upholding principles of human rights,” he added.
Mitali observed that participation of the youth is critical to progress and sustainability of peace in the region, and added that it is imperative that the lessons from the past are used to build a better future.
"To prevent the Genocide requires a country to promote good governance, justice and democracy, to respect human rights and rule of law, which are the foundation of peace and security, stability and sustainable development,” he emphasised.
