Musanze- District Advisory Councillors in the Northern Province were recently advised to conduct periodical assessments of district authorities as a way of speeding-up the implementation of government programmes.

Speaking at the closing of a two-day retreat for all the district councillors from the province, Governor Aime Bosenibamwe warned councillors against seeking self interests, intrigue and conflict which, he said, characterized previous councils.

"We expect the councillors to consider the benefits of Rwandans instead of seeking personal gains. They should work in harmony and promote transparency among the local leaders,” Bosenibamwe said.

During the retreat, participants discussed laws related to local government as well as the responsibilities and management of district finances.

"It has been an opportunity for us to know what is expected of us, and the priorities we should consider as we partner with local administrators to bring sustainable development to the local communities,’’ Jean d’Amour Gatera, the president of Gicumbi Advisory Council said.

The councillors called for capacity building programmes for local administrative organs, especially at sector levels, who, they said, lack sufficient capacity to properly implement government policies.  

"We are happy to have been enlightened about our responsibilities...these lessons will guide us and we are ready to serve the people, to avoid conflicts and work with the administrators,’’ he said:
