THE MINALOC INDUCTS ELECTED LOCAL GOVERNMENT LEADERS
March 31, 2011
The Ministry of Local Government (MINALOC) is set to conduct an induction course for Local Government leaders recently elected in various positions.
The induction course is organized at Provincial levels, throughout the country. It will start on Friday, April 1st and conclude on Sunday, April 3rd 2011.
This first induction brings together all the members of District Councils and the City of Kigali. All the members of the Executive Committees at those respective levels, being themselves members of the Advisory Council, are also inclusive.
A total number of 843 leaders are set to attend.
This induction course is part of the implementation of the Capacity Building Strategy in Local Governments.
The Ministry of Local Government is committed to this objective as a pillar of service delivery and good governance.
The following topics shall be discussed:
(1) The legal framework, the role, the responsibilities and the working relationships of different organs at district level;
(2)Public Financial Management in Local Governments and the role of Councilors; (3)The role of District Councilors in Human Resources Management;
(4) National programs and priorities;
(5) Leadership and leadership development
(6)The Role of Local Governments in maintaining Security.
The Government expects that at the end of the whole induction program, a significant step in the implementation of Local Governments Capacity Building Strategy will have been done with both individual and institutional impact.
The following are major expectations:
1- Local Government leaders are empowered with requisite capacities to execute their duties effectively;
2- Improved service delivery and proper management of Local Governments and their resources;
3- Local Government leaders are equipped with does and don’ts of local government leaders.
Similar induction courses will also be delivered to all other elected local leaders at all administrative levels. Governors are requested to ensure that, this induction course is conducted smoothly, effectively and efficiently. The active role of all the participants is very important.
