The Chamber of Deputies has passed a bill that regulates Rwanda Public Procurement Authority (RPPA). The draft law determines the mission, powers, organization and functioning of the public entity.

The central procurement agency is mandated to  advise the government and other public procurement organs on policies and strategies in matters related to public tenders, according to a statement from parliament.

It will also control activities of public contract award and execution, and develop human resource professionalism in public procurement, including developing teaching materials.

RPPA was created in the recent past, replacing the former National Tender Board (NTB), as part of a reform process in public financial management launched in 2007. The reform was partly aimed at addressing mismanagement of public tenders.
