The suspects were arrested shortly after the grenade exploded near a busy bus terminal in Giporoso, Remera, in Kigali City. At least two people died and 26 injured.
Badege said thorough detailed information of the suspects will be revealed, after the conclusion of investigations.
He said police cannot at the moment figure out the exact motive of those who hurled the grenade, but did not rule out the fact that the attack was designed to cause instability.
In a related development, Badege said that 13 of the 26 people who sustained injuries during the attack had been discharged from hospital.
"We still have 13 people admitted in various hospitals, and according to doctors, they are showing positive results, they will be ok,” said Badege, adding that police is working closely with Kigali City and transport agencies to reduce congestion at bus terminals.
