Rwamagana -The construction of the Rwf2.5 billion Eastern Province administrative building, has resumed and is set to be completed by March.

The construction had been put on hold, after suspicions arose over how the tender procedures were carried out and how the funds were spent.

Former Governor Theoneste Mustindashyaka and the Executive Secretary, Charles Gasana, were arrested in connection with the tender.  Alex Mugarura, the owner of Ema Enterprise, that was awarded the tender, was also arrested.

They were all acquitted and Ema Enterprises has resumed construction, under the supervision of another firm, TECOS.

Yusuf Mugiraneza, the provincial Executive Secretary, told The New Times that the construction work is more than 80% complete.

"The building will provide accommodation to government departments working in the province and Rwamagana District,” Mugiraneza said.

"We are currently renting an expensive and less convenient property.”
Boniface Ntirenganya, the Director of Planning and Budget in the Province, said that the new complex comes with a beautiful view, where modern houses will be built.

"The building will give Rwamagana town a facelift, and attract investors,” Ntirenganya noted.
