This was revealed in a report compiled by the provincial committee in charge of evaluation of performance in districts which was presented before the provincial Governor and parliamentarians.
According to Jean Marie Makombe, in charge of district development programs, the marks were awarded depending on what the districts had done as stipulated in their performance contracts.
"We conducted a thorough assessment of achievements and failures...Kirehe District ranks number one with attractive development programs, while Kayonza District was last with gaps to fill,” Makombe said.
"We believe in continuous assessment to keep policy and program implementers on their toes, and subsequently, end up with overall good results.”
Kirehe Mayor, Protais Murayire, attributed the outstanding development to hard work of both residents and local leaders.
He said that the district embarked on development of basic infrastructure, to pave way for general development.
The Mayor noted that modern public markets, have been constructed in Nyakarambi and Gatore centres to facilitate the sale of farm crops.
"We are happy to be ranked first; the sky will be the limit. The district has good feeder roads, housing program is encouraging, and we produce enough food and actually sell the surplus elsewhere,” he said.
A number of vividly happy residents of the district told The New Time that they were making great strides towards the Vision 2020.
Jean Marie Gatsimbanyi, a resident of Mushikiri Sector, predicted that the speed, at which the district was developing, will see it achieve the vision 2020 goals earlier than anticipated.
‘Look at towns in the district, they are all connected with electricity...we are accessing Internet and communicating with the rest of the world. We never expected this so soon,” he said.
