Editor,

I wish to respond to a story that appeared in The NewTimes yesterday quoting the president of Commuter Taxis Association (ATRACO), Ludovic Twahirwa Dodo, arguing that shortage of funds had hampered the activities to refurbish Nyabugogo Taxi Park.

Is this what they call planning without planning?  Atraco is aware that Nyabugogo Park is used by commuters travelling outside Kigali and, by not fixing the mess in time, they are hurting every passenger. Or, why didn’t they mobilize funds since they created this mess?

I was going to Nyamata during Christmas and I spent almost two hours trying to locate taxis ferrying passagers to Nyamata because the Parking stages are now messed up for months.

I was carrying a baby and heavy luggage. There was a stranger who offered to help a bit so that I locate the taxis heading to Nyamata destination. But, minutes later, we discovered that the taxis had been instructed to relocate again.

I also paid Rwf2000 to a bodaboda cyclist, who helped carry my luggage up and down for hours. It was very frustrating and time consuming. I suspect thieves, if the mess is not fixed, will take advantage of this and steal, from unsuspecting passengers.
