Monitoring funded projects highly necessary

I am writing to move a vote of thanks to a delegation of Japanese house of councillors, together with the Japanese ambassador to Rwanda, Kunio Hatanaka, for visiting water projects financed by Japanese International Cooperation Agency (JICA).

Close monitoring of projects especially those meant for local people is crucial because this is the only way one can tell that the intended beneficiaries got what was meant for them.

There are cases where donors send funds but never bother to make a follow up and find out whether the beneficiaries are contended. This sometimes gives opportunity those coordinating the projects to do shoddy work as they know that nobody will come to do the auditing.
