GAKENKE - Police in Gakenke District are searching for a man identified as Emmanuel Habumugisha, who allegedly embezzled over Rwf7m meant for community health insurance- Mituelle de Santé.

Habumugisha, who was an accountant at Cyabingo Sector, is said to have used the mobile money banking system to withdraw the money from the sector’s account at Banque Populaire to which he was a signatory.

The Executive Secretary of Cyabingo, Jean Marie Vianney Hategikimana, said the case came to light after an audit last October which prompted authorities to suspend him pending further investigations.

”We wrote to the bank indicating that he had immediately ceased to be a signatory, but in November he managed to withdraw Rwf5m from the same account,’’ Hategikimana said.

The district authorities later contacted the bank which reportedly accepted to refund the Rwf5m as further investigations were conducted.

Meanwhile, four employees of Banque Populaire, Musanze branch were on Wednesday arrested and interrogated by police, before being released over the same case.

When contacted, the branch manager, Nehemiah Zimurinda, admitted that there could have been ‘professional mistakes’ enabling Habumugisha to withdraw the money.
