KIGALI - Police have arrested Deogratias Harorimana, the Director General of Rwanda Institute of Administration and Management (RIAM), a government’s training body, The New Times has learnt.
A police source from Muhanga District told The New Times that Harorimana, was picked up on Monday and was still in the hands of Criminal Investigation Department (CID) by press time.
When contacted yesterday, Police Spokesperson Supt. Eric Kayiranga confirmed the development and said Harorimana is accused of bending rules of procurement.
"Harorimana is suspected not to have followed public procurement procedures. He will be produced before court within the legally required period,” explained Kayiranga on phone yesterday.
Police said investigations will be done expeditiously.
Harorimana was appointed early this year and replaced Marc Kabandana, who was arrested in 2009 for embezzling public funds and bending laws that govern tendering procedures. He was sentenced to five and a half years in prison by the intermediate court of Nyarugenge.
