Manager Sam Allardyce sent his scouts to see Meme in action last week when Standard Liège beat Gent with the Burundi forward getting on the score sheet once again.
Liège are reluctant to see the striker leave the club, but could be ready to cash in on their star asset if Rovers makes a £4million offer.
While his club career has flourished, the 26-year-old is yet to make his mark on the international stage.
On paper, Meme is eligible to play for any of the four countries; Rwanda, Burundi, DRC and Belgium. However, he is still keeping his cards close to his chest on which national team he wants to play for.
Last year, the player was in Rwanda prompting rumours that he had finally chosen his path.
Meme started his footballing career with Prince Louis in Burundi before joining Rwanda’s Mukura in 2002.
The following year, Meme joined Standard Liège, scoring 21 goals in 58 matches in two seasons. In 2005–06, he scored 16 goals to help Standard finish as runners-up to R.S.C. Anderlecht. That tally put him second in the goalscoring list, behind only Tosin Dosunmu, who struck 18 for K.F.C.
