The cabinet held on January 30, and chaired by President Paul Kagame allocated the state land in its private domain for investment to "Ibere rya Bigogwe Tourism Co Ltd” owned by Ngabo Karegeya.
Ibere rya Bigogwe became famous when Karegeya went on social media publicising it and the brand ‘Visit Bigogwe’. His publicity attracted several people including foreigners who flocked to the green hilly Bigogwe and had first-hand experience with cattle culture including visiting hiking up to the ranches, milking and traditional games.

Through his Twitter account, Karegeya on behalf of his company commended President Kagame, for his good governance that gives the opportunity to everyone up to a cowboy.

In addition, he pledged to use the given opportunity to keep on developing tourism in Bigogwe.
Ngabo launched his tourism venture to Ibere Rya Bigogwe in 2020.
