PARLIAMENT - President Paul Kagame yesterday presided over the swearing-in ceremony of four cabinet ministers who missed the official swearing-in that took place early this month.

Those who took the oath of office included: Justice Minister and Attorney General, Tharcisse Karugarama, Finance Minister, John Rwangombwa, ICT Minister, Ignace Gatare and Gen. Marcel Gatsinzi, Minister for Disaster Management and Refugee Affairs.

The ceremony took place at the parliamentary buildings in Kimihurura. Speaking at the function, President Kagame reminded the Ministers of their obligations adding that the achievements registered in the previous mandate should be a foundation for further progress in the next seven years.

The Head of State, however, stressed that the government should not rely on past achievements only, but instead be more vibrant and innovative so that more achievements are registered.

President Kagame revisited his previous speech that he had made during the first swearing-in ceremony. He had told leaders that their primary responsibility was to create value and wealth for the Rwandan people.

He also pointed out that by lifting the people out of poverty, the country would become less reliant on aid, and would therefore be treated with the value it deserves.

The President also reminded the ministers that their responsibilities stretch beyond running a ministry, saying that what is important is to get people out of poverty, ensure progress, development and security, while making sure that the citizens enjoy their rights.
President Kagame retained his entire Cabinet from the previous term.
