Prime Minister Bernard Makuza was in parliament yesterday addressing the lawmakers from both chambers, about the government’s plans as President Paul Kagame embarks on his second seven-year mandate.

This indicates that despite the country’s ambitious development plan, it will always put, accountability to the electorate before everything else, and there is no better way than tabling the plan of action before the lawmakers.

According to the constitution, Parliament, on behalf of the electorate, is supposed to supervise the activities of the Executive. And, having this comprehensive plan, that will see Rwanda transformed into a middle income country in a single generation, presented to parliament, is a step in the right direction.

The Parliament, must now fully understand the document, and make sure they are constantly abreast with its implementation, and where necessary, enrich it to ensure that Rwandans get the best out of it. The lawmakers, by conducting periodic checks, should ensure that the plan is executed without any lapses.

Over the last seven years, Rwanda registered remarkable progress. For the next seven, the plan is to
consolidate what has been achieved as well as accelerate achieving the targets that are geared towards further improving the lives of its people .

This, however, should not be left to the legislative and executive alone. The Rwanda people in general should understand what the targets are and work towards meeting the goals. While the citizenry are the primary beneficiaries, they too are key stakeholders who play a vital role in making the 7-year plan a success.
