KIGALI - The Ministry of Public Service and Labour (MIFOTRA) is in the process of designing a new salary structure for civil servants, a top official has said.

Samuel Mulindwa, the Permanent Secretary in the Ministry of Public Service and Labour, said yesterday that the move is aimed at removing pay imbalances in the public service, retain qualified personnel and motivate hard-working staff.
He was speaking at a meeting called to share views among various stakeholders.

Mulindwa said that the new salary policy will be operational in January, next year.

"This policy will be packaged in a way that makes it possible to retain well performing civil servants and it will take care of the general welfare of the personnel,” he said.
He said that the public sector has in the recent past lost many employees who ended up in the better-paying private sector; a trend he hopes will drop once the new policy comes into effect.

Mulindwa revealed that several international experts are involved in designing the new policy.
