KIGALI - Sectors will soon start to handle land registration and other certification issues as part of reforms aimed at empowering grassroots administrative organs, and to accelerate service delivery at local government level.

This was announced on Wednesday by the Minister of Local Government, Good governance, Community Development and Social Affairs, James Musoni, while addressing local leaders in Kinyinya, Kigali.

These services  are currently provided by districts.
"In an effort to deepen decentralization, districts will soon begin to handle planning and coordination work, while sectors and cells will be responsible for service delivery,” the Minister said.

"It’s important that districts start to deal with more sophisticated functions including coordination”.

In the same spirit, some of the services that were being provided at the Sector level will be moved to the Cell level, while the latter will also relinquish some services to villages, Musoni added.

The Minister announced that the changes will be effective next year in February after the local elections. He urged grassroots leaders to take the lead in delivering services to the people and accelerating the country’s development programmes.
