Kigali City Council (KCC) will not auction plots whose owners have a clear strategy of securing funds to commence construction works, a senior city official has said.

The Vice Mayor in charge of Finance and Economic Development, Alphonse Nizeyimana, told The New Times yesterday that land owners with justifiable reasons such as loan applications that are yet to mature will be given time to secure money to develop their plots.

Recently the Council announced its plans to auction plots of land that have been redundant for at least three years.
"There are people who have sound reasons for having delayed to develop their plots such as those still awaiting bank loans or those with project proposals that they hope to use to raise construction funds. We will be looking into these reasons on a case-by-case basis and plots whose owners have legitimate reasons won’t be auctioned,” Nizeyimana explained.

The city official declined to say how many plots were likely to be auctioned, saying that a team was already in the process of identifying the land in question. The official said that proceeds from the public auction will be given to owners of the plots.
