RESIDENTS of Rwamagana town have been forced to live and work in filthy conditions while district authorities and a company hired to collect the garbage are locked in disagreement.  

District officials claim the company, Fast Service, is inefficient while company representatives say they have not been paid for more than four months.

"The company employs cheap and incompetent workers who don’t have the appropriate tools for garbage collection. We have lost faith in them,” Jeanette Mutesi, in charge of Social affairs in Kigabiro Sector said.
For Fast Service Company therefore, it is all about payment.

"They take too long to pay us…they haven’t paid for May, June, July and August. This hampers our operations,” Samuel Dusabe, a representative of the company said, adding that without pay, they can hardly pay the workers or the trucks that collect garbage.”

Privatizing garbage collection is part of the districts’ new strategy to clean up towns and create a new stream of revenue from households that generate the waste.
