AS a move to effectively decentralize administrative systems in the country, the government is planning to construct office blocks of the second lowest administrative level, the Cells, in all parts of the country in the next seven years.

Eugene Barikana, the Permanent Secretary in the Ministry of Local Government said yesterday that discussions on how to effectively implement the exercise are underway.

"We are now discussing this issue and when it is approved, there is no doubt we shall start the implementation,” Barikana said in a telephone interview.

Currently, almost all the cells in the country have no offices, and  some of them are renting. 

Barikana, however, said that all the Sector headquarters have since been constructed and the remaining problem is equipping them with office materials like computers and furniture.

He said that all the sectors will also be connected to the internet once the ongoing roll out of fibre optic cables is complete.

"We talked to Rwanda Development Board (RDB) which is responsible and we agreed to connect all the sectors with internet when the fibre optic cables are rolled out all over the country,” Barikana said.

Approximately 50 percent of the works of the 2,300 kilometres of optic cables supposed to be covered have been completed, officials said recently.
