There is visible development, Rukoma now has electricity and water and he has successfully managed to change the welfare of Rwandans. Personally I have benefited from his scholarships and education is offered to all irrespective of who the person is.

There is still more efforts needed in allocation of resources in the country, Kagame should focus on setting up more higher institutions of learning.
