Dominique Ntawangundi's side lost to Libya in four (1-3) sets on Tuesday, having suffered another defeat to Egypt the previous day.
The Libyan side claimed the first two sets 25-18 and 25-13, before Rwanda pulled one back in a tightly fought third set 26-24. Libya quickly responded to take the fourth set 25-18.
Ahead of the final game round, giants Egypt top Group B, followed by Cameroon. Libya and Rwanda are third and fourth, respectively.
Merci Gisubizo, the Rwandan captain, is a doubt for the Cameroon game after sustaining an injury on Tuesday.
