Local government leaders, yesterday, once again presented their achievements in the just concluded fiscal year and showcased what they intend to realize over the next year, that ends July 2011.

This is yet another unique way in which Rwanda has tapped into its rich culture which has been modified to facilitate the country’s set development agenda.

The fact that the local government indentified three major areas of focus; urban development, rural transformation and service delivery is also worth noting, because with focus narrowed down to these three, the fruits will inevitably be more significant than before.

These three areas of focus are also very crucial given that it is only two years (until 2012) to the deadline for achievement of the goals enshrined within the Economic Development for Poverty Reduction Strategy (EDPRS).

As was heard, yesterday, in parliament, some mayors have set targets that will help achieve up to 100 percent health insurance subscription for their residents. This is laudable and these achievements, with the assistance of the citizenry, should be consolidated.

The performance contracts (also known as Imihigo) – an initiative that went into effect in 2006 - have undoubtedly championed several changes within the socio-economic spheres of our country, and should not be left to the local government officials, but should rather be embraced by all Rwandans, both  beneficiaries and stakeholders.

The contracts should be publicized and every Rwandan should consider it their responsibility to constantly monitor the progress, to ensure that the activities outlined are being implemented as planned.
