Leaders to sign performance contracts today

KIGALI - Governors and Mayors from all the districts countrywide will today sign the 2010/2011 performance contracts with President Paul Kagame. The leaders will also present what they achieved in the last fiscal year.

KIGALI - Governors and Mayors from all the districts countrywide will today sign the 2010/2011 performance contracts with President Paul Kagame. The leaders will also present what they achieved in the last fiscal year.

This was revealed yesterday by Local Government Minister, James Musoni, while addressing journalists at the ministry’s premises in Kacyiru.

The event is scheduled to take place at Parliamentary buildings.

"Through performance contracts the institutions articulate their own objectives on an annual basis, which reflect both national and local priorities, and they develop realistic strategies to achieve them,” he said.

He added that central and local government officials recently met and finalized their performance contracts to ensure that all key priorities are included in the planning.

Minister Musoni said that, based on previous evaluations, it was remarked that there were a number of challenges in the planning process of the contracts that required revision to ensure that they were adequately addressed.

He singled out the low quality of some performance contracts, which did not reflect national and local priorities, and lack of quality assurance at the different stages of preparation.

"To address those challenges, the approach to the planning of the 2010/2011 performance contracts was revisited,” Musoni noted.

He stressed that, to prepare the contracts that would have a significant impact on the population and to national development in general, three key areas were the major focus; urban development, rural transformation and service delivery.
