RUBAVU - 50 percent of the over Rwf 7 billion earmarked for Rubavu’s 2010-2011 budget has been allocated to foster social welfare and the good governance unit, which district officials believe to be essential areas for transforming lives in the area.

According to the district’s Vice Mayor in charge of finance and development, Evariste Bizimana, the amount which will be allocated to social welfare will cater for the education sector and salaries for teachers and health officials.

"What makes social welfare and good governance important is that in this unit, we have the Nine-Year Basic Education (9-YBE), salaries of district employees, doctors and teachers. It also includes security and the amounts we allocate to Sectors,” Bizimana said.

Housing projects in Kanembwe and food for people evacuated from Rubavu hill and Gishwati are under consideration in the social welfare budget. However, the district officials insist they will only build houses for the most vulnerable families.

According to the budget officer, Rubavu wants construction, rehabilitation and maintenance of feeder roads in rural and urban development and the beautification of Gisenyi town to be able to compete with Kigali City, are their priorities.
