KARONGI - A Swiss Non Governmental Organisation , Paix Et Decentralisation (PED) which has been operating in the districts of Karongi, Nyamasheke, Rusizi and Rutsiro, has closed shop.

Since 2003, the programme has funded 714 projects worth Rwf1.6bn in four areas of infrastructure and equipment maintenance, social projects like construction of schools, hospitals, and capacity building.

"The introduction of the concept of self-assessment grading, has allowed the four districts to improve their work by evaluating on a grade scale ranging to determine improvement on service delivery” said Pierre- Francois Veillon, the director of PED during a function organized to mark the closure.

He explained that as a result, mechanisms of good governance such as the districts’ advisory council and (Joint Development Action Forum) JDAF have been evaluated and allowed the district to identify good and bad decisions.

"After seven years, with the support of various partners, local governments now have functional structures to enable them to implement development plans, and I consider it a success!” said Jean Marc Clavel, the resident director of the Swiss cooperation in Rwanda

Constructive analysis for the improvement of performance has become a practice in all province entities supported by the program Provincial Governor, Kabahizi Celestin said.

As a way of supporting decentralised structures, PED has mobilised computer and logistic equipment which have been distributed in the four districts.
