KIGALI - Prime Minister Bernard Makuza has urged all governors and mayors to emphasize the use of biogas in their respective provinces and districts, particularly in schools, hospitals, marketplaces and prisons.

The Premier made the remarks yesterday at a meeting that brought together central and local government officials to discuss the final versions of the 2010/2011 performance contracts before signing them with the President.

He told them that biogas technology was critical towards protecting the environment and improving of waste management. Makuza added that biogas digesters are important for the future as  they are the only way to reduce green house  emissions from a huge range of waste organic materials found globally.

The Prime Minister called on the ministries of Finance, Education and Infrastructure to make sure that the technology is implemented in all schools and other public places countrywide.

During the forum, Local Government Minister, James Musoni, called on the mayors to add value to community work in their 2010-2011 performance contracts.

Presenting the City of Kigali’s performance contract, Mayor Aissa Kirabo Kacyira, said that two flyovers will be constructed in the city to help pedestrians, especially school children cross the road.

She added that over the next fiscal year, Kigali will become cleaner, greener and safer.

According to Winfred Mpebyemungu, the Mayor of Musanze, the district will construct a new commercial complex in Kinigi to boost tourism in the region.

Youth Minister, Protais Mitali, requested the governors and mayors to put more effort in youth empowerment in the next year.

Governors and mayors presented their respective final performance contracts and each of them is expected to sign their respective contracts with the Head of State next month.
