GICUMBI — Rubaya Sector, one of the previously poor performing sectors in Gicumbi district, has emerged first in 2009-2010 performance contracts, beating 21 sectors with a comfortable margin.

Mayor Bonane Nyangezi, announced the results last Friday to members of the District Advisory Council (DAC) chaired by Cecil Nyirantwari and invited guests at Gicumbi district hall.

Rubaya Sector scored 92.8 percent way ahead of  Manyagiro Sector  which scored 85.2 percent.The third position was taken by Nyankenke Sector with 84.8 percent.
The worst performing Sector was Kaniga, which trailed with 61.1 percent. 

Nyangezi said Rubaya and Manyagiro sectors, which are currently benefiting from Vision Umurenge Program (VUP), have made tremendous strides in improving residents’ socio-economic well being.

"Rubaya Sector is committed to respecting governments’ land consolidation policy. It must be pointed out that  residents of Rubaya are known to always turn up for community work at above 90 percent and majority of them have joined Umurenge SACCO,” he said.

He further hailed Rubaya Sector authorities for encouraging the spirit of team work among residents and maintaining public health in the entire sector.

As for Kaniga Sector which trailed others, Nyangezi said the Sector authorities failed to present 2009-2010 performance contracts, during a sector performance evaluation exercise, carried out by a team of district officials in May.

"Kaniga Sector authorities failed to produce reference documents during the sector performance contracts evaluation exercise. In addition, the Sector has not fully adhered to government’s land consolidation policy and the number of residents registered for health insurance is still low,” said the Mayor.

In her closing remarks, the DAC chairperson Nyirantwari hailed the best performing sectors and urged the worst performing ones to pull up their socks.
