Aim higher, Musoni tells local leaders

The Minister of Local Government, James Musoni, yesterday advised local leaders to set higher targets in their next performance contracts. The minister said this yesterday in a meeting with all governors and mayors to finalise the 2010/2011 performance contracts.

The Minister of Local Government, James Musoni, yesterday advised local leaders to set higher targets in their next performance contracts.

The minister said this yesterday in a meeting with all governors and mayors to finalise the 2010/2011 performance contracts.

"Let’s build on our past achievements to score even higher,” he said. Initiated in 2006, performance contracts are instruments which help to measure the implementation of various Government programmes in many sectors.

According to Musoni, the upcoming contracts must indicate the targets across all the four pillars of good governance.
"Good governance is bigger than just solving problems of the citizens,” Musoni said.

He advised the mayors to concentrate on issues like urban development, rural transformation, social sector, and health.

Governors and mayors will each present their respective final performance contracts on June 28. Each of them is supposed to sign their respective contracts with the Head of State.

While on a recent tour of the Western Province, President Kagame expressed dissatisfaction with the pace of development programmes in Rusizi town.
