In an effort to save the persistent problem of the delay in disbursement of teachers’ salaries, the Ministry of Education (MOE) has reached an agreement with various partners involved in the salary payment process.

According to the Teacher Service Commission (TSC) a consensus has been reached between the Ministry of Finance, Ministry of Labour, Ministry of Local Government, Teacher Service Commission, Central Bank and Bank Populaire to expedite the process.

The new agreement will see the salary payment process start on the 10th of every month, making sure that by the 28th, the teachers have their salaries.

According to the TSC Executive Secretary, Emmanuel Muvunyi, the new salary processing procedure takes effect this month.

"We hope that once the "protocol of monthly processing of the teachers’ salaries” as agreed upon between various institutions responsible is adhered to, teachers will be receiving their salaries by 28th of each month,” said Muvunyi.

With the roles in the protocol clearly defined, the violating party will always be held responsible according the agreement.

Teachers have in the past filed complaints over the unending salary delays prompting the Ministry to hunt for a lasting solution.

Rodrigue Kanyambo a teacher at one of the public primary schools in Kigali said that they cannot wait to see an end to this problem.

"Let’s hope that this protocol will be followed like they are saying because several approaches have come out to be fruitless in the past,” Kanyambo said.
