The Confederation of Africa Rugby (CAR) development manager jets in this afternoon for a three-day working visit to evaluate the level of rugby in the country.
Rwanda has been an affiliate member of the world rugby body-IRB and Barthez is here to prove if the country deserves to be elevated into the associate group.
"Some of the minimums to become an associate member include; having a pitch of international standards, at least ten teams playing in the domestic league, at least four teams in the women league and a vibrant schools competition and I think we have all this,” Nsenga said.
The French official will also watch a friendly match between Ape Rugunga and Apred Ndera at Rugunga playground.
Meanwhile, the league rolls off May 22 with ten teams in contest; reigning champions Buffaloes, Lion de Fer, UNR Grizzlies, Sharks, Simba, Puma, Gorillas, ISAE, Kaduha Tigers and Marines.
