The director of Gisenyi Prison in Rubavu district has been arrested and detained on allegations of corruption and other offences related to illegal awarding of a tender to make bricks for the yet-to-be-built prison facility.

The new facility will be built at Kigombe in Nyakiriba sector.

It started as a deal between the detained director Michael Murara and former inmate and ex-soldier Abdul Gahima.

Arrangements had been made to look for an entrepreneur who would manufacture the bricks for the new facility, but only on condition that the contracted party gives the prison director and Gahima Rwf 5 million.

"After the contractor, Flora Musaninyana and Murara signed a contract to provide 15 piles of bricks at a cost of Rwf 5.4m each, the former took both men to the bank for their Rwf 5m share, but only after alerting the police,” a police source told this paper.

Contacted on phone, the Commissioner General of Prisons Mary Gahonzire, confirmed that the director illegally awarded the tender in question and she was not made aware of it.

"I personally informed Rubavu District Police Commander, Gilbert Ruhoraza, to closely monitor this case,” Gahonzire said
"He awarded this tender without my consent. He had other irregularities that were already investigated by a steering committee headed by the Mayor,” said Gahonzire, insisting that awarding this particular tender was a prerogative of the district but not the director.
