Mayor warns local leaders

KIGALI - Kigali City Mayor (KCC), Aisa Kirabo Kacyira, has warned poor performing local leaders from the three districts that make up Kigali City that they risk losing their jobs.

Kirabo sounded the warning yesterday while officiating at a meeting that brought together Sector Executive Secretaries and other officers in charge of tax collection from all parts of the city.

"We need performance through service delivery and resource mobilization, and there is no room for under performers,” Kirabo said in a meeting at KCC headquarters.

The Mayor noted that some residents lack legal documents to prove ownership of property or land, one of the factors which she said hinders not only tax collection but reduces people’s chances to access loans to start businesses.

"If a person owns land, legal documents to prove ownership should be duly processed to enable that person access loans which is another way of easing doing business. This will in turn enable us levy and hit our tax targets,” she urged.

According to the Director General of Kigali City, Aimable Gasana Ndakengerwa, Kigali City has so far collected in taxes Rwf7.5bn between July 2009 and April 2010.

"We have the ability of collecting about Rwf 12 billion, if these local leaders effectively perform as expected.”
