The Amavubi beat Uganda Cranes 1-0 and will now face the Sudanese side in the finals after Sudan tussled it out with Burundi to win 2-1.
The Sudanese opened the scoring after just two minutes as Amerria ran down the right before crossing for Salfedin Al Idris to find the target.
Burundi responded by pushing forward relentlessly and 10 minutes later Claude Nahimana powered his way through a forest of Sudanese defenders before unleashing a powerful shot from inside the area to draw level.
Ammeria restored Sudan's lead on the stroke of half-time with a powerful shot from just inside the box after being set up by Al Idris. Sudan reached last year's Cecafa final in Ethiopia, where they lost to guest team Zambia - who were only allowed to take him the prize money leaving the Sudanese with the trophy.
