More support has to be provided in training, strategic planning and financing to beneficiaries of Rwanda’s Public Sector Capacity Building Project (PSCBP).

This is indicated by the mid-term review report on PSCBP by the joint team from the government and the World Bank.  According to the report, added support will help to improve the beneficiaries’ capacity to absorb project resources and implement their capacity building activities.

PSCBP’s objective is to support public sector entities to have the capacity for more efficient, effective, transparent and accountable performance in their redefined roles and functions.

It also aims at achieving strategic objectives that contribute to the implementation of the Economic Development and Poverty Reduction Strategy (EDPRS).

The report also indicates that since this project is under Human Resources and Institutional Capacity Development Agency (HIDA), there is also need for strengthening HIDA.

The report suggests that support to HIDA will help it play its primary role of coordinating the Multi Sector Capacity Building Programme.
