The world health organisation endorsed male circumcision as a measure that is likely to reduce the risk of HIV infection among men.

Although all other Medical insurance (Mutuelles de sante) schemes world over, can not cater for all types of medication.

The Minister of Health, Dr Damascene Ntawukuriryayo said that government may consider including male circumcision on the list of services provided under Mutuelles de sante -health insurance scheme. Circumcision like many other specialized treatments is not provided for under Mutuelles de sante, but given its importance, it should be included on the in the health insurance scheme.

The government of Rwanda should put circumcision at the forefront among its campaign strategies.
